Hospital Transformation Performance Program (HTPP)

The Hospital Transformation Performance Program (HTPP), approved by the Oregon Legislature in 2013, is funded by the Hospital Provider Assessment Program which is paid by the 28 Diagnosis Related Group (DRG) hospitals in Oregon. A portion of the funds from this program are pooled together and awarded to the DRG hospitals based on their performance on the 11 patient safety and quality measures listed below.

Oregon Association of Hospitals and Health Systems (OAHHS), Apprise Health Insights, and the Oregon Health Authority (OHA) are working in collaboration with these 28 hospitals to meet their quality improvement goals by providing resources and technical assistance for process improvement.   • Adverse Drug Events due to Opioids
  • Catheter Associated Urinary Tract Infections (CAUTI) in all tracked units
  • Central Line-Associated Bloodstream Infections (CLABSI) in all tracked units
  • Emergency Department Information Exchange
  • Excessive anticoagulation with Warfarin
  • Follow-up after hospitalization for mental illness
  • HCAHPS, Staff always explained medicines
  • HCAHPS, staff gave discharge information
  • Hospital-wide all-cause readmissions
  • Hypoglycemia in inpatients receiving insulin
  • Screening, brief intervention, and referral to treatment (SBIRT) in the ED
